Dan Schultz is a consultant who works with local, state and national organizations to promote effective leadership and the intelligent use of information and technology. He is currently working with the Michigan Virtual University, Michigan State University's College of Education and the Arizona Prevention Resource Center at Arizona State University. He is also Senior Associate for Technology with the Institute for Educational Leadership in Washington D.C.

For 24 years Dan served in key management and policy roles at the Michigan Department of Education where he was assistant state superintendent and director of technology and grants. He coordinated state and federal grant programs for the State Board of Education and provided leadership for the Department's technology planning and policy initiatives. He worked with the Governor's Office and other state agencies to help create a statewide voice, video and data communications network. As Executive Director of The Primary Sources Network he provided leadership for a public/private partnership funded by a US Department of Education, Technology Innovation Challenge Grant. Dan is a member of the board of the Michigan Information Technology Network (MITN).

Since 1980 Dan has served as co-coordinator of the Michigan Education Policy Fellowship Program, a national leadership development program affiliated with the Institute for Educational Leadership in Washington DC. This program provides a year-long series of training activities emphasizing policy and leadership development, for a select group of mid-career professionals who work in public and private education and human service agencies. Over the past five years Dan has developed a series of electronic communication strategies to extend and enhance this leadership experience. He continues to support the evolution of these efforts on behalf of the Institute for Educational Leadership.

He has been a featured speaker at numerous state and national conferences and has lectured and conducted seminars for the Colleges of Education and Communication Arts and Sciences at Michigan State University, and the Schools/Colleges of Education at The University of Michigan-Ann Arbor, The University of Michigan-Dearborn, Wayne State University and Arizona State University.

Dan earned a B.A. in Economics from Adrian College (MI), and an M.A. in Education Administration from Michigan State University. Currently, he is a Ph.D. candidate at Michigan State University. He is the recipient of the Institute for Educational Leadership's National Leadership Award and the Michigan State University College of Education Alumni Association's Distinguished Alumni Award.

Argelio B. Perez is a consultant affiliated with a number of private and public organizations including University Associates Consulting and Training Services, the Institute for Educational Leadership, and Learning Designs, Inc. He has a diverse background in public administration with substantial experience in supervision, fiscal management, legislation/regulatory monitoring, staff development, planning, and reorganization. He is also principal of Transformations, a Lansing-based consulting firm, specializing in leadership development, organizational change, team building, and facilitation. His clients range from state government, local school districts, community colleges, associations, and private sector companies.

Ben has been a teacher, principal, and senior executive in urban school districts (Detroit and Lansing), city government (Lansing), and state government (Michigan Department of Education) for thirty years. He also was a senior consultant with the Collaborative Leadership Center of Michigan State University's College of Education offering opportunities for training in the change process, facilitation, and research in leadership development. Ben is affiliated with the Institute for Educational Leadership as a senior consultant in Leadership Programs and Governance. He has participated in a number of state and national advisory boards/work groups addressing a wide range of education issues including administrative certification, professional assessment, collaboration, and educational technology. Ben's consultant work with public and private organizations ranges from team-building, strategic planning, collaboration, conflict resolution and group facilitation to enhancing creativity in the work place.

For the past 20 years, Ben has served as co-coordinator of the Education Policy Fellowship Program, affiliated with the Institute for Educational Leadership, Inc. in Washington, DC. This in-service program is designed for mid-career professionals, with a focus on the human services policy process and leadership development at the local, state, and federal levels.

Ben has completed the Executive Leadership Development Program offered by the Center for Creative Leadership in Greensboro, NC, the Myers-Briggs Type Indicator training offered by Otto Kroeger Associates, and the Kirton Adaptive-Innovative Inventory training by Michael J. Kirton. He also completed the University Associates Intern Program in Organization and Human Resource Development.

He earned a BA in Education from Justin Morrill College, at Michigan State University, and an MA in Classroom Teaching from the College of Education, at Michigan State University. In 1991, he was awarded the Institute for Educational Leadership's National Leadership Award.

Michael Addonizio is Associate Professor of Educational Leadership and Policy Studies in the College of Education at Wayne State University. Currently he teachs graduate courses in education finance and law and the economics of education. He is a regular presenter at the annual meetings of the American Education Finance Association and the American Education Research Association. He is a recipient of a National Leadership Award from the Institute for Educational Leadership and a Distinguished Service Award from the American Education Finance Association. He currently serves as Secretary-Treasurer of the Michigan Association of Professors of Educational Administration and as Treasurer of the Alumni/ae Board of the School of Public Policy of the University of Michigan. As Assistant State Superintendent of Public Instruction, he participated in the design of Michigan's new K-12 education finance system and associated educational reforms. He earned a B.A. from Holy Cross College, a M.P.P. from the University of Michigan, and a Ph.D. in Economics from Michigan State University.

Lural Baltimore is an Area Administrator with the Disability Determination Service, a division of the Michigan Family Independence Agency. She is responsible for the management of a multi-faceted service delivery system serving Social Security Income recipients in approximately 30 percent of the state, and supported by 180 employees and a budget of $19 million. Her current responsibilities include leadership and management, long range planning, public and medical community relations, laison with state and federal legislators and other government officials. She serves on numerous departmental and statewide committees including Disability Management, Wellness, Transition To Work, Labor Management, and Medical Consultation Reengineering. Lural is the recipient of the Distinquished Service Award from the Michigan State Board of Education, a Social Security Administration Commissioner's Citation, the National Leadership Award from the Institute for Educational Leadership, a Social Security Administration Associate Commissioner's Citation, and the National Association of Disability Examiners' Great Lakes Region Award. She earned a B.A. and M.A. from Michigan State University where she is a doctoral candidate.

Cheryl Chapko serves as the Chief of Staff to Senator Harry Gast, Chairman of the Michigan Senate Appropriations Committee. Her legislative experience spans 19 years and includes constituent work, legislation, and the development of strategies for achieving the short and long-term public policy and political objectives of Senator Gast. Her current primary focus is on the appropriations process and the capital outlay process. She serves as a liaison with the executive branch of government, key legislators, public and private interest groups and the general public in resolving appropriations and capital outlay issues and procedures. She is also responsible for the office budget and office personnel. Cheryl is a board member for the Lansing Area Parents' Respite Center. She has a B.A. from Michigan State University and a M.P.A. from Western Michigan University.

Manuel Chavez is Assistant Director of the Center for Latin American and Caribbean Studies at Michigan State University. His research focuses on U.S.- Mexico interdependence, public policy, and international education issues. He also has done research on social and economic relations between the U.S. and Mexico, particularly in looking at the political economy of both countries. He coordinates the Midwest and Continental Economic Integration Project in which the effects of NAFTA are explored and analyzed. In addition, he has authored or co-authored a number of papers and chapters on sociological and political problems and economic public policy. He holds a position as an Adjunct Assistant Professor in the Department of Resource Development at MSU. He teaches and directs seminars and workshops on Latin America for educational outreach, policy makers, and the private sector. Manuel received a Ph.D. in Sociology and Urban Studies from the University of Wisconsin-Milwaukee.

Linda Headley is President of Headley Pratt Consulting (HPC) -- a small firm that provides research, writing, planning, and evaluation services, particularly in the areas of education and the environment. HPC has been commissioned for services by a variety of clients, including private businesses, trade associations, non-profits, universities, health care systems, and state and local governments. Ms. Headley has more than 13 years of consulting experience. Her duties include operating the firm and managing its clients. In addition, she conducts research, writes policy papers, and consults on a variety of environmental and education topics, ranging from recycling, groundwater contamination, and land-use planning to school choice and education quality indicator systems. Linda also conducts focus groups and facilitates meetings for organizations undergoing change. Prior to starting her own business in 1993, Linda worked for eight years with Public Sector Consultants and before that with the Columbia Broadcasting System in New York City. She has a B.A. in Communications & Theater from Albion College.

Chuck Jones serves as Director of Reengineering and Quality Management for the Michigan Family Independence Agency. He provides executive leadership for reengineering and quality management for this 12,000 employee state agency, with over 129 locations in Michigan. Previously he served as Senior Counselor to the US Commissioner of Social Security, and was Michigan Director and Area Administrator for the Social Security Disability Program. Chuck was elected to the Board of Directors of the National Academy of Social Insurance in 1998 and currently chairs the membership committee of this non-profit ogranization that funds research, papers and dialogue on Social Security, Medicare and unemployment insurance. He is a past President of the National Association of Disability Determination Directors and currently serves on the Federal Food and Nutrition Service Big 10 Board of Directors. He was awarded the Associate Commissioner's Citation in 1989, the Commissioner's Citation in 1992, the Deputy Commissioner's Citation in 1993. Chuck earned a B.A. and M.A. from Michigan State University and a M.P.A. from Western Michigan University.

Reinaldo "Rey" Pérez is Director of Academic Services in the College of Engineering and Computer Science at the University of Michigan-Dearborn. He is responsible for the College's undergraduate recruitment, outreach, admissions, orientation, advising, probationary review, and graduation certification. He also coordinates delivery of academic services to Ford Motor Company salaried and hourly employees enrolled in the Ford On-Site Mechanical Engineering degree program and has developed a number of transfer agreements with community colleges. Previously Rey was an adjunct lecturer in the Department of Greek and Latin at Wayne State University and an advisor for students in the Wayne Excel Program. At Eastern Michigan University, as Director of the Education Work Alliance, he coordinated adult education and training programs offered to personnel of the GM Hydro-Matic plant. Prior to that he was Associate Director of the BVTE Program in the Department of Interdisciplinary Technology at EMU's College of Technology where he managed a federally-funded educational program for non-traditional, Arabic, Spanish, or Vietnamese language-minority working students in business and technical fields. He was also an administrator at the Ann Arbor Transportation Authority where he administered the transit operations of the AATA system, with particular responsibilities over the Elderly and Handicapped Services throughout Washtenaw County. Rey earned his A.B. from Columbia University and his M.A. from the University of Michigan in Ann Arbor.

Anne Porter is Associate Professor in the Department of Instructional Systems Technology in the School of Education and Human Services at Oakland University. She has been interested in the impact of technology on learning and development since the 1960's and believes that technology is a powerful tool that can have a positive impact on learning and development if thoughtfully used. Anne has extensive experience with the use of computers in learning environments involving both early childhood programs and adult learners. She works with her colleagues to enhance the integration of technology modeled by School of Education faculty in their classrooms and is co-founder of a private preschool. Anne was a MACUL board member from 1981-1985. She is a former Peace Corps volunteer and spent two years in Northeast Brasil. She holds two B.A. degrees and a M.A.T. from Oakland University, and a Ph.D. in Evaluation and Research from Wayne State University.

Andrea Rutledge serves as the Assistant to the President and Director of Special Projects at Olivet College in Olivet, Michigan. Olivet is an independent, liberal arts college in the fifth year of a comprehensive institutional transformation and the implementation of its new academic vision, Education for Individual and Social Responsibility. Prior to joining the president's staff, she served as Vice President for Institutional Advancement. Before joining the administration at Olivet in 1997, Ms. Rutledge served with the Institute for Educational Leadership (IEL) in Washington, DC and spent six years (1989-95) with the Executive Office of the President (EOP). Her last assignment there was as Director of the White House Administrative Office. During her career in the EOP, she was honored with the Director's Gold Medal for Distinguished Service and the Exceptional Accomplishment Award. Paul Stemmer serves as Director of the Center for Research at Madonna University. He recently directed the Assessment Program at the University which contributed to reaccreditation by the North Central Accreditation for 10 years. He consults with other colleges on assessment, evaluation, and accreditation issues, writes articles, makes conference presentations, and trains faculty in the use of technology. For 13 years Paul ran national training institutes sponsored by the American Psychological Association and American Educational Research Association on the use of computers in social science research, and he has co-authored a book on this subject. He worked as an advisor to the US Departments of Education and Labor on the SCANS (Secretaries Commission on Achieving Necessary Skills) project. He also worked as an education consultant with the Michigan Department of Education. Paul is past President of the Michigan Educational Research Association and member of the executive board. He has a BS from the University of Michigan, a Specialist's Degree in School Psychology from Eastern Michigan University, and a Ph.D. in Education Research from the University of Michigan.

Chris Wigent is Superintendent of the Olivet Community Schools. His nineteen-year career in public education consists of six years as a secondary classroom teacher, four years as a high school administrator and nine years as a K-12 superintendent. The Olivet district is located in the south-central section of Michigan's lower peninsula and is considered "rural". During his tenure in Olivet, the district has received Educational Excellence Awards from the Michigan Association of School Boards in the areas of technology and character education. The mission of the Olivet Commmunity Schools is to develop responsible citizens by providing a quality education for all students. Chris has expertise and significant accomplishments in school improvement planning, budget development and review, curriculum alignment, technology planning, and community involvement and relations. He holds a B.A. from Albion College and a M.A. in Educational Administration from Michigan State University, where he is a doctoral candidate.

Jeff Williams is Senior Consultant for Technology and Public Policy at Public Sector Consultants, Inc. He has been with the firm since 1991, serving first as an administrative assistant for survey research and then as technology consultant. He advises the firm's clients on technology issues and supervises the firm's internal and external information services and staff. Mr. Williams also conducts research and analysis on health policy and education issues, and he has conducted several statewide surveys for the firm's clients. Previously, Mr. Williams served as a program officer at the Midwestern Higher Education Commission. At the commission, he provided staff support to the Telecommunications Committee, which operated a Midwest-wide virtual private telecommunications network and a distance learning equipment purchasing program. Jeff did his undergraduate work at Michigan State University and holds a M.A. degree in technology and public affairs from the University of Minnesota.

Carol Wolenberg is Deputy Superintendent for Administration with the Michigan Department of Education. She has executive responsibility for the support functions of the MDE including the Offices of Budget, Contracts & Grants; School Support Services; Data & Technology Services; Human Resources; Financial Management & Administrative Services; State Aid & School Finance and Administrative Law. She is also responsible for interagency coordination with state and federal agencies, external groups and associations. Her MDE experience includes appointments as Assistant Superintendent, Director of Grants & Special Projects and consultant roles in higher education, career and vocational education. Carol also served as the Education Director for the Michigan Youth Corps in the Department of Labor. She has taught at the community college, adult education and high school levels and has professional summer work experience with Dow Chemical Co. and General Motors Corp. She was appointed by Governor Engler to the State Interagency Coordinating Council for Handicapped Infants & Toddlers and serves as the Superintendent of Public Instruction's representative to the State Administrative Board. She is an officer and member of the Foundation for Haslett Schools, YMCA Board of Directors, Children's Trust Fund Board of Directors, Michigan Communities in Schools Board of Directors, and the Human Services Directors' Interagency Council. She has received an American Business Women's Association Boss of the Year Award and Outstanding Service Award from the Haslett Public Schools. She has a both a B.S. and M.A. in Education from Central Michigan University.
