Out-Of-State Teaching Certificates

Persons with Out-Of-State Teaching Certificates and persons who have completed planned programs at out-of-state institutions of higher education that qualify them for certification, contact the Michigan Department of Education, Office of Professional Preparation Services directly for information on obtaining Michigan teacher certification.

Planned Program

Various planned program options are available through Michigan State University for holders of a Michigan teaching certificate. A planned program is intended to construct a unified plan aimed at providing the certification candidate with both additional background and depth of understanding in a field of study or inquiry that will enhance her/his previous teacher preparation training and continue his/her professional development as an educator.

  • A Master's degree program is a planned program. The Master's degree is planned with an assigned faculty advisor after admission to the specific Master's degree program. ( A Master's degree in Law or Theology or Medicine is not acceptable for use toward teacher certification through Michigan State University. Additionally, Master's degrees earned prior to certification as a teacher and Master's degrees in areas different from the subject area(s) in which the teacher is certified or in areas outside of College of Education graduate degree programs require specific approval of a Teacher Certification advisor in Room 134 Erickson Hall. )
  • An endorsement program is a planned program that prepares one to teach a new major or minor subject area or prepares one in a specialty area such as early childhood education, literacy instruction or guidance and counseling. An endorsement program is planned with the approval of a faculty member in the specialty department and/or with the approval of a Teacher Certification advisor (Office of Student Affairs, 134 Erickson Hall). In addition to completion of the coursework required for the additional endorsement, success on the state of MI required competency test in the new subject or specialty area is required for certification.
  • An individual planned program is prepared in consultation with a Teacher Certification advisor (Office of Student Affairs, 134 Erickson Hall) or an advisor in the certificate holder's disciplinary subject major or minor area of teaching. Generally, courses which meet all of the following conditions may be applied to a planned program:
    • Courses in your teaching major or minor fields or in education that extend your learning and
    • Courses at the 300 or above level, and
    • Courses taken, with MSU approval, through an accredited four year teacher preparation institution and appear on the official transcript of the institution, and
    • Courses that are not part of the initial teacher certification program (i.e. TE 150, 250, 301, 401, 402, 501, 502, 801, 802, 803 & 804) or related and required disciplinary subject coursework.

School Administrator Certification

On August 15, 2006, PA335 established voluntary certification of school.

Students who earned a Master's degree in K-12 Administration from Michigan State University any time after 1996 may apply for School Administrator Certification with Elementary and Secondary Endorsements. (Unlike in the past, these three credentials are now bundled.)

To be recommended to the state of Michigan for the base School Administrator certificate, a student must have:

a) completed an MSU advisor approved Master's degree in K-12 Administration since 1996 with an overall grade point average of 3.0 or higher and a passing score on the program exit exams.

OR

b) completed both a Master's degree in a related area and an MSU advisor approved 18-credit administrative studies core with an overall grade point average of 3.0 or higher and a passing score on exit exams.

Please note: Students who earn a Education Specialist (EdS) or Doctorate (PhD) in K-12 Administration from Michigan State University and who already hold a Michigan School Administrator Certificate will be able to apply for a Central Office Endorsement. However, the MI Department of Education has not yet established criteria it will use to approve such programs and is not yet awarding the Central Office Administrator endorsement. Please check back here to learn that this issue has changed.

Students who hold a Master's degree in another education or administrative area who wish to earn a Central Office endorsement must earn the base School Administrator certificate first or in conjunction with their K-12 Ed.S. or PhD program.
